He said the new guidelines would take effect from October 31. Under the relaxation, schools and hostels in the AMC area will be allowed to reopen for students in grades 10 and 12 who will take part in board exams next year, the official said.
These facilities have been closed in the Civic Body area. In coronavirus-free towns and villages outside the AMC area, physical classes have resumed in schools for KG to 12th grade students, he said, adding that the Anganwari centers have been re-opened on August 15.
Other educational institutions, including colleges, have reopened in the covid-free area outside AMC since September 5. Worship services will remain open in all parts of the state and now day and night worship services are permitted for every 50 people, while morning and evening prayers are also allowed, the guidelines said.
However, church services in churches are now allowed during the day in all parts of the state, it says. At this time, the guidelines did not specify a specific date on which churches would remain open for church services.
Earlier, they were allowed only on Sundays and Saturdays. In areas outside the AMC jurisdiction, deputy commissioners will issue guidelines depending on the COVID-19 situation in their respective areas, it said.
However, villages and towns were allowed to reopen educational institutions under the system of the concerned deputy commissioner in consultation with the district level officials of the health department and the village task force, the guidelines said.
It said that SOPs prepared by the concerned departments need to be strictly followed. Night curfew will continue in all district headquarters including Aizawl, the state capital, from 9 pm to 4 am.
According to the recommendations of the state level expert team in COVID-19 management, the deputy commissioners will declare micro containment zones and other restrictions in their districts depending on the local situation, the guidelines added.
